Lead level “hands on” work experience in support of installations, repair, and troubleshooting or maintenance of communications systems or equipment. Must have the technical knowledge to solve complex problems, understand the interrelationships of circuits, and be able to exercise independent judgment in performing tasks in support of communications systems or equipment.

Experience, to include: supervision, and shop practices.

SPECIALIZED EXPERIENCE:

Personnel in this labor category are considered experts in the field. Lead level experience in maintenance/troubleshooting of Tech Control Facility equipment as specified in the task order to include the following:

NET Promina equipment

KG, KY, KIV and ancillaries

CISCO Routers

Patch panels/maintenance panels

Fiber optic modems and interface cards

 Information Technology/Network Engineer

CERTIFICATIONS:

Bachelor of Science degree in electrical/electronics/computer engineering from an accredited university. Must meet the certification requirement of DoD 8570.01-M or otherwise stated in SPIN-C or individual task order. The contractor is expected to have, but is not limited to, the following IT certificate:

Security+

Cisco Certified Network Professional (CCNP)

GENERAL EXPERIENCE:

Minimum of six (6) years of “hands on” work experience in support of communications electronic systems or equipment. Must have the technical knowledge to solve complex problems, understand the interrelationships of circuits, understands Internet Protocol (IP) routing and architecture design and be able to exercise independent judgment in performing tasks. Minimum of six (6) years of engineering experience in the following areas:

 Information Technology

 IP Network Design and Architecture Development

 Tech Control

 VTC

SPECIALIZED EXPERIENCE:

Minimum of three (3) years of experience in Military Communication Systems as specified in the task order.

6.8.5.1.1.1 Tech Control Equipment Supported

The subcontractor shall be responsible for the O&M of equipment required to support TCF operations. The subcontractor shall support primary and auxiliary TCF equipment. Supported equipment includes:

 Routers and Switches

 NET Promina

 Cryptographic equipment

 ATM Switches

 NRZ to CDI converters

 Patch panels/maintenance panels

 Modems to include Canoga Perkins and Pargain

 GPS receivers

 Firebird 6000/8000, Cable testers, Multimeter, Oscilloscope

 Other equipment and cabling necessary to support signal routing and processing.

6.8.5.1.1.2 Tech Control Operations

The subcontractor shall support the day-to-day technical operations of the TCF. Customary duties and responsibilities of the TCF include: reporting of circuit status, troubleshooting circuit outages, and maintaining operating logs IAW applicable DISA standards. The subcontractor shall be familiar with preparation of reports as required.

The subcontractor shall fabricate, troubleshoot and repair interfaces on technical control equipment to include, but not limited to, the following interfaces: V.35, RS-449/422 or MIL-STD-188-114, RS-530, RS-232, and Conditioned Diphase (CDI).

The subcontractor shall be responsible for maintaining and programming cryptographic equipment. The subcontractor shall be responsible for long haul connectivity, interfacing Long Haul/Convergence Routers and switches, Prominas and ATM systems.
